Why are some countries without an apparent abundance of natural resources, such as Japan, economic success stories, while other languish in the doldrums of slow growth. In this comprehensive look at North American economic history, Marc Egnal argues that culture and institutions play an integral role in determining economic outcome. He focuses his examination on the eight colonies of the North, five colonies of the South (which together made up the original thirteen states), and French Canada. Using census data, diaries, travelers'' accounts, and current scholarship, Egnal systematically explores how institutions (such as slavery in the South and the seigneurial system in French Canada) and cultural arenas (such as religion, literacy, entrepreneurial spirit, and intellectual activity) influenced development. He seeks to answer why three societies with similar standards of living in 1750 became so dissimilar in development. By the mid-nineteenth century, the northern states had surged ahead in growth, and this gap continued to widen into the twentieth century. Egnal argues that culture and institutions allowed this growth in the North, not resources or government policies. Both the South and French Canada stressed hierarchy and social order more than the drive for wealth. Rarely have such parallels been drawn between these two societies. In a liberal democracy, theory suggests that the political order and character of a civil society are closely connected: the political order allows for a dynamic and pluralistic civil society, and people''s civic participation encourages support for the political order. In examining the role of punishment in the U.S. and the U.K., however, Jonathan Jacobs maintains that the current state of incarceration is antithetical to the principles of a liberal democracy and betrays an abandonment of that project''s essential values. The existing system imposes harsh injustices on incarcerated people: it subjects them to inhumane prison conditions, creates numerous obstacles that block their reentry into society upon release, and erodes their capacity to participate in civic life and exercise individual moral agency. And in recent decades, the number of its people that the U.S. has incarcerated has grown dramatically.Jacobs engages with substantial philosophical literature to argue that necessary and significant reforms to the U.S. and U.K. criminal justice systems demand a serious recommitment to the values and principles of a liberal democracy. Topics include the justification and aims of punishment, the role of criminal justice within theories of a just society, and empirical considerations regarding long-term incarceration and its impact. By comprehensively exploring the relationship between criminal justice and justice, he highlights distinctive elements of criminal justice as the basis for a retributivist conception of punishment that highlights desert and proportionality. Few schisms in American life run as deep or as wide as the divide between gun rights and gun control advocates. Awash in sound and symbol, the gun regulation debate has largely been defined by forceful rhetoric rather than substantive action. In America today there are between 250 and 300 million firearms in private hands, amounting to one weapon for every American. Two in five American homes house guns. On the other, a great many people believe gun control to be our best chance at reducing violent crime. While few--whether gun owner or anti-gun advocate--dispute the need to keep guns out of the wrong hands, the most important question has too often been dodged: What gun control options does the most heavily armed democracy in the world have? Can gun control really work? The last decade has seen several watersheds in the debate, none more important than the 1993 Brady Bill. That bill, James B. Jacobs argues, was the culmination of a strategy in place since the 1930s to permit widespread private ownership of guns while curtailing illegal use. But where do we go from here? While the Brady background check is easily circumvented, any further attempts to extend gun control--for instance, through comprehensive licensing of all gun owners and registration of all guns--would pose monumental administrative burdens.
